Brief Biography

Dr. Penner has done extensive research in the area of physician organizations accepting risk for the cost of medical care for HMO patients. He believes that his research and service to the profession must support his work in the classroom, and thus has melded his studies into a managed health-care certificate, and the MPA/HSA program. He expects to learn at least as much from his students as they learn from him. His teaching areas include health care policy, organizational analysis of health care institutions, and research methods.
